In order to prevent such breakages, especially for websites "providing essential services including banking, online groceries, government services and healthcare," Google decided to roll these changes back. In October 2019, the tech giant announced Chrome would start handling cookies with an undeclared SameSite value the same as it does with SameSite=Lax cookies. It added that only cookies with the new SameSite=None; Secure setting "will be available for external access," provided they're accessed from secure connections.
