Mayor Ed Lee plans to spend an additional $30 million on homeless programs. In his $10.1 billion budget proposal to the Board of Supervisors today, Lee will ask that all new funding not yet claimed be allocated to combat the city's homeless epidemic. That money would total around $30 million this year and $35 million next year - in addition to the approximately $275 million the city already spends on homeless programs. Service expansions would include a new harm reduction center, a 24-hour resource center, a special paramedic team, and a street health and safety hazard "fix-it" program. - SFGATE

A man walking on the Bay Bridge caused major traffic delays yesterday. The man, described by authorities as "agitated," climbed atop part of the bridge's structure yesterday when his vehicle broke down, prompting the closure of several lanes and traffic back-ups. The incident occurred at approximately 10:14am PT and the man wasn't talked down from the bridge until around 1:15pm PT. It remains unclear what led him to leave his car and climb the bridge, but normal traffic resumed following his safe removal. - CBS5
