This is the question that writer Sean Flynn asks in his July 14th story for GQ. The 12-year-old boy is Tamir Rice. He was shot on November 22, 2014. In December 2015, a grand jury declined to indict either of the two officers involved, and the event has since become known as a tragic accident.
